Abstract :
Continuous efforts to build an effective disaster management system have been an important issue of disaster management field for a long time. Since effective responses to sudden, urgent events are a critical and compelling responsibility for government, it always seeks to provide a safe, secure environment to its citizens. Especially, since 9/11, the United States government has committed significant resources, attention, and time to establish the Department of Homeland Security (DHS) to improve a security for the nation. However, DHS showed its ineffectiveness in responding to the 2005 hurricanes on the Gulf Coast. This incident led to wide public criticisms on its performance, and the event invoked further efforts to design a national system of disaster preparedness and response.
